Sharpen to enhance definition. Duplicate and set the copy to soft light. Merge visible.
Duplicate and make the top layer invisible. Then work on the bottom layer and desaturate it. To have a better definition set contrast up to 33%
Paste this gradient and set to Color Burn 10%. Merge visible.
Use the rectangular selection and erase to have something like this. Now make top layer visible again.
Move the picture down right, resize and crop to have something like this.
Paste this texture from Conspiracy and set it to Soft Light. Merge visible.
On a new layer draw some rectangles in various color with the rectangular tool. Then set the opacity to 43%
Add some text brush in black and you're done!
